To begin making the Vegetarian Smoked Mexican Bean Rice Recipe, in a large saucepan, heat oil over medium heat. Add the rice, onion, peppers,carrots, beans, bay leaf, jalapenos and garlic.
Saute until the rice is browned and vegetables are tender.
Stir in the water, tomatoes, chili powder, cumin powder and salt and bring to a boil.
Turn the heat to low and simmer the rice mixture covered with a light fitting lid until the rice is cooked, about 15 to 20 minutes.
